Fenghua Model of Integrated Water Management

Water management is an essential requirement for both economic development and life improvement in Fenghua District. The Xianjiang River, the Dongjiang River and the Yangjiang River cross the city, forming a unique yet attractive quality of this city.

Since the water management activities, the government of Fenghua has been committed to rolling out a lot of measures and had achieved achievements in pollution control and water conservancy. It united all parts including local authorities and industries to participate in the activities and improve local environment together.

This small city, aiming at building a modern, healthy and beautiful city, is now seizing the opportunities provided by integrated water management to generate more accomplishments for the people.

Ecological Water Management

 “The essential part of integrated water management is pollution control, and the critical point of pollution control is rural areas.” The sewage in rural areas is the fundamental work yet the most difficult part of water management.

The Dayan Township is the only mountainous area in the Fenghua District. It is also a second-level protected area of water resourced and one of the 16 rapid development areas in Nongbo City. The Jianling Village, which is located at the upper stream of the Hengshan reservoir, directly affects the water security and safety of the downstream areas. So protecting water resources and guaranteeing water safety has become the most important aim for the Jianling Village.

In recent years, the Jianling Village has been committed to building a zero-pollution village and reduces domestic waste by over 75 percent. The application rate of kitchen waste reaches 100 percent and local people are of high awareness of waste classification, which greatly improved local environment.

Led by the Party committee of the village, local people built the township-village-small and micro waters system of water management. Local authorities focuses on both prevention and management, and practices a lot of measure including relocating local businesses, improving toilets and dredging water channels. It promotes complete management and raised the awareness of locals on protecting water resources.

Building a zero-pollution village requires radical improvement of local toilets, sewage system and garbage management. Local government has connected sewage drainage system and the toilet water system into a unified water management network and completed the renovation of toilets and garbage classification. At the same time, it rolled out measures to close or relocate livestock farms to prevent pollution.

The other part is to classify and recycle garbage. The people in the Jianling Village made the kitchen garbage into enzyme and leftover into compost to achieve the recycling of garbage. Local authorities came up with the “storage points for garbage classification” measures to allow people place their home waste at specific points. Such measures help monitoring and direction of waste classification and raises efficiency. River pollution and agricultural sewage disappeared because of the promotion of enzyme agriculture.

Water Management Projects

The The report to the 19th CPC National Congress pointed out that human and nature are a community with a shared future. People shall respect nature, follow the rules of nature and protect nature. The Fenghua District stays committed to water management projects despite of little financial resources, and upgrades its capability in water managing. It builds the wetland-park-city model and follows the principle of the harmony between man and nature to build the Fenghua Demonstration Zone of City Transformation.

The Binjiang Ecological Park is a landmark park and the green lungs of the Nongbo City. It performs multiple functions including environmental protection and promoting the silk road culture. The Fengxin Lake project is the centerpiece of this park, as it plays the role of guaranteeing local water safety and good water environment.

Building beautiful sceneries has always been a main part of the park. The designers upgraded the Fengxin Lake’s basic environment and planted multiple water plants to improve the lake’s self-cleaning capability. They also planted trees in the Da’ou area to increase vegetation and prevent sand and wind. Meanwhile, a lot of ecological scene spots, such as bird pillars, piers and hallways are built in the park to improve the park’s ecological attractiveness.

The project focuses on building diverse ecological environment to attract bids, insects, animals and plants to grow in the wetland park.

The Longtan Wetland Park is also an example. The park covers around 917 mu of land and consists of Jinping, Yuelin and Shangtian streets. The park is an idyllic demonstration zone with multiple functions. The projects aim at not only water management but also livelihood improvement, which greatly increased the Fenghua’s attractiveness.

Technology Enables Intelligent Water Management

Technology has played a critical role in water management. Since 2020, the authorities in Fenghua District has applied new technologies such as the IoT, big data and AI to build intelligent channels and network, which forms an intelligent water management system.

Up to now, a total of 33 channels are under automated and real-time monitoring. In the future, local authorities will build an effective issue-tacking mechanism and improve the evaluation system to troubleshoot problems in time.

The monitoring of water quality is the basis of water management and protection. Local authorities invested over 5.4 million yuan to build an online monitoring system, and increased a total of 9.8 million yuan of investment to apply the IoT and monitoring platform to the system. The system is also an integral part to the building of intelligent channels, as the data and images of such channels are collected and stored in time to help professionals make corresponding measures quickly.

In the beginning of 2020, the local authorities made plans to build the underground geological information system with the GIS and IoT technologies. This is the first intelligent water network system in Ningbo City and tackles a lot of problems including the tracing and monitoring of pollution. Local water conservancy department invested nearly 300,000 yuan to purchase an automated boat for channel cleaning.

The intelligent technologies and equipment are also in place in the air. The Fangqiao Street became a connection point between Fenghua and Nongbo and introduced a group of projects. But such projects raised problems of channel patrol and inspection. So the street’s authority bought a drone to monitor and inspect the channels and complemented the traditional approaches of channel patrol.

In Fenghua, the integrated water management has become an common sense of local people, as more and more citizens participated in the water management activities, and wrote a great chapter of water management with Fenghua characteristics.
